  1. USAID Project Management Assistant (Localization)

                SOL No. 72052224R10011

 

The USAID Project Management Assistant (Localization) position is located in the Democracy and Governance Office (DGO) and works under the supervision of the USAID Project Management Specialist (Operations and Management Team Lead) position. The incumbent will primarily support the Agreement Officer Representative/Contracting Officer Representative (AOR/CORs) of DGO in managing Localization Activities that are implementing by local NGOs. The primary responsibilities will include assisting and providing support to AOR/CORs in overseeing and managing localization activities, serve as activity manager for a number of activities, contracts, and agreements, which may range from less to mid complex/dollar value mechanisms. The incumbent will provide support to the USAID/Honduras Mission in developing, planning, implementing, managing, and monitoring the Democracy and Governance office’s portfolio particularly related to the localization activities including governance, rule of law and justice, citizen security and human rights. In conjunction with other DG Office staff, he/she will contribute to Office and Mission actions related to strategy development, project design, budgeting, program implementation and monitoring, conducting analyses, assessments, and evaluations, and the close-out of programs. The incumbent will work with Operations and Management Team members including the budget specialist, the monitoring, evaluation, and learning (MEL) specialist and assist them in budget and MEL related tasks. 

 

The incumbent will collaborate with mid-level colleagues from the local donor community, national government, and non-governmental organizations as well as with USAID/Honduras and other U.S. Government colleagues both in Honduras and Washington, D.C. The incumbent’s duties will involve participation in the full range of consultative, monitoring, management, data collection and analysis, and evaluative aspects of the DG portfolio. The job holder will be required to support and participate in a wide variety of technical activities and attend meetings, monitor programs through field visits, participate in the evaluation of programs, recommend solutions to problems that arise, and report on finances and achievements or problems in support. The employee will assist in the identification and facilitation of partnerships with local organizations, non-governmental organizations (NGOs), media, professional associations, USAID implementing partners, and other donors. 

 

 

  1. USAID Development Program Specialist (Budget)

The incumbent serves as a USAID Development Program Specialist (Budget) in the Program Office (PO) of the USAID/Honduras Mission and supports the formulation and execution of USAID/Honduras’ development assistance budget.  S/he performs a broad range of analytical, operational, and informational services in connection with USAID/Honduras’ development and humanitarian assistance program in addition to Washington-managed resources.  The DPS (Budget) provides support to all offices on the full range of USAID programs, development assistance policies, and budgeting processes, and furnishes official information to USAID/Washington, the USAID/Honduras Front Office (FO), U.S. Embassy, the Government Honduras (GOH), and other donors on USAID/Honduras policies, development objectives, programs, activities, and resources.

 

S/he supports the program budget and operations functions of the PO, including annual program planning as it relates to funding and budget documents.  S/he supports the Mission’s annual Operating Year Budget (OYB), including the request, allocation, and distribution of funds for the Mission’s program objectives for all sectors of USAID’s assistance portfolio. S/he helps to communicate the programmatic impact of U.S. Government (USG) appropriation legislation and programming and policy directives established by USAID/Washington. S/he monitors the obligation, commitment of, and accrual against, all program funds.  S/he helps craft responses to all program budget and operations-related inquiries from both Mission and USAID/Washington staff.  S/he furnishes official, verifiable information of the appropriate format and content for USAID and U.S. Embassy senior management, USG interagency partners, the GOH, and other donor organizations in Honduras, related to the current, historical, and planned U.S. development assistance budget in Honduras. S/he serves as a resource person providing support to USAID program managers and local organization partners on USG budget policy, process, reporting, and sound financial management practices. S/he also acts on ad-hoc public inquiries about U.S. assistance to Honduras that are addressed to the USG leadership, such as the U.S. Ambassador, the USAID Mission Director, USAID/Washington bureaus and task forces, and the Honduras Desk Officer, as required and appropriate.  S/he also assists with the preparation of bilateral agreements, amendments, implementation letters, and other related documents, and tracks the status of funds under those agreements.

 

  1. USAID Project Management Specialist (Monitoring, Evaluation, and Learning)

The USAID Project Management Specialist (Monitoring, Evaluation, and Learning) is located in the Economic Growth (EG) Office and serves as the control and point of contact in the development of effective strategic information and monitoring, evaluation, and learning systems in support of the full range of Activity Manager’s managing Mission EG programs/projects/activities. EG activities cover a wide range of technical sectors, including but not limited to the following: agriculture, private sector engagement, market systems development, natural resource management, biodiversity conservation, climate change adaptation and mitigation, trade, energy, and solid waste management.

 

The USAID Project Management Specialist (Monitoring, Evaluation, and Learning) applies evaluation research to the monitoring of program/project/activity implementation to document results and to translate MEL and other data into meaningful policy and program improvements. The job holder provides technical guidance to EG Office staff and management, the broader USAID Mission, and implementing partners (IPs) involved in program monitoring and evaluation. The job holder serves as an Activity Manager for awards that support EG’s MEL or Collaborating, Learning, and Adapting (CLA) needs, such as studies to inform learning, activities to strengthen MEL systems, and/or EG activity and program evaluations, responsible for providing technical and programmatic guidance to assigned activities.

 

  1. USAID Project Management Specialist (Governance)

The employee serves as the USAID Project Management Specialist (Governance) and advisor and works under the supervision of the USAID Project Management Specialist (Governance Team Leader) or designee. The incumbent will primarily act as a specialist and provide technical advice to the Governance Team, Democracy and Governance Office (DGO) Director and Mission Front Office and serve as an Agreement Officer Representative/Contracting Officer Representative (AOR/COR) and an Activity Manager for a number of contracts and agreements, in support of the USAID/Honduras DGO. DGO activities will range from mid to complex and high dollar value mechanisms. The incumbent will provide support to the USAID/Honduras Mission in developing, planning, implementing, managing, and monitoring the Mission’s governance portfolio, particularly related to good governance, e-governance, legislative bodies, political competition and consensus building, municipal governance, decentralization, transparency and accountability, civil society and localization. The incumbent is responsible for providing technical assistance and coordination with senior and technical level governmental officials, nongovernmental organizations (NGOs), professional associations, USAID implementing partners, and others. In conjunction with other DGO staff, the job holder will contribute to Office and Mission actions related to strategy development, project design, budgeting, program implementation and monitoring, conducting analyses, assessments, and evaluations, and the close-out of programs. The incumbent should be able to operate independently when collaborating with high-level counterparts from the local donor community, national government, and non-governmental organizations as well as with USAID/Honduras and other U.S. Government colleagues both in Honduras and Washington, D.C. The incumbent’s duties include participation in the full range of consultative, advisory, representation, monitoring, management, data collection and analysis, and evaluative aspects of the governance portfolio. 

 

The Specialist will be required to support, participate, and advise in a wide variety of technical activities and, monitor programs through field visits, participate in the evaluation of programs, recommend solutions to problems that arise, and report on finances and achievements or problems in support of the USAID Project Management Specialist (Governance Team Leader) position or for other programs as required supporting technical assistance and coordination with technical level and above governmental officials, NGOs, professional associations, USAID implementing partners, and other donors.

 

 

 

 

  1. USAID Project Management Specialist (Citizen Security and Local Engagement)

                SOL No. 72052224R10015

 

The USAID Project Management Specialist (Citizen Security and Local Engagement) manages the design, implementation, and assessment of Citizen Security related programs within the Democracy and Governance Office (DGO). The job holder will engage host country counterparts, manage implementing mechanisms, and serve as a subject matter expert with other donor, public, and private sector partners in high-level discussions and decision-making on issues related to USAID goals in violence prevention and conflict mitigation. The Specialist will provide expertise and guidance on relevant citizen security policy reform, conflict mitigation, human rights, community participation, anti-extortion, and violence prevention, including gender-based violence and gang desistance strategies critical for sustainable improvements in citizen security. The job holder will serve as the technical area specialist to USAID Honduras’ Democracy and Governance Office and Mission Management to develop conflict and violence prevention strategies and harmonize efforts for maximum impact within USAID’s broader development objectives. 

 

The USAID Project Management Specialist (Citizen Security and Local Engagement) will focus on policy development, reform, and implementation including issues related to financing and resource utilization; national, municipal, and community-level interventions; conflict management and mitigation; human rights; and related governance aspects throughout the relevant centralized and decentralized intervening agencies within the Government of Honduras (GOH). The job holder will represent USAID and the U.S. Government (USG) in various fora and technical commissions and will work closely with relevant GOH institutions and other donors to maximize the effectiveness of public sector interventions and financing to achieve expected results. As such, the local engagement aspect of the position will require the employee to maintain active intentional contact with various community leaders to ensure they are informed, consulted, and involved in the co-production process, which together with other efforts enhance services within the community. Citizen Security initiatives require a comprehensive approach which must include community buy-in and participation. The job holder will have primary responsibility for this aspect. Additionally, the employee sustains high level contacts with key governmental and civil society leaders, other donors, and counterparts in the U.S. Embassy, among others. Through these various contacts, the job holder will coordinate efforts across the various technical offices and partners to inform on up-to-date situational awareness and the latest evidence-based initiatives to achieve sustainable progress in the sector.
