Chemonics seeks a Fixed-Term Resident Logistics Advisor for the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) Project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct supply chain management and procurement support to the President’s Emergency Plan for AIDS Relief (PEPFAR). The Resident Logistics Advisor (RLA) will lead and coordinate supply chain system support activities in Honduras, with a focus on forecasting, supply planning, and logistics management information systems (LMIS). Working closely with the GHSC-PSM Regional Senior HIV Logistics Advisor, the RLA will collaborate with national institutions and stakeholders to improve data visibility, ensure commodity availability, and support strategic planning aligned with PEPFAR’s sustainability goals. Responsibilities include:
- Lead implementation of supply chain system support activities in Honduras, with emphasis on forecasting, supply planning, and LMIS
- Collaborate with regional logistics advisors to harmonize strategies across Central America
- Transfer national capacity for data-driven decision-making in HIV commodity management
- Monitor performance of supply chain tools and standards, ensuring alignment with tiered network models
- Support LMIS deployment and data integration at national and site levels to enhance visibility and responsiveness
- Coordinate stakeholder engagement, including Ministry of Health and Social Security Institutions, to align efforts with national priorities
- Prepare high-quality reports, success stories, and technical briefs showcasing project impact.
- Lead workplan execution and monitor progress against deliverables
- Representing GHSC-PSM in technical meetings, workshops, and strategic forums
- Support data collection and analysis for performance monitoring and evaluation
- Maintain strong relationships with strategic partners to ensure sustained HIV commodity availability
- Perform other duties as assigned by the Regional Senior HIV Logistics Advisor or Regional Manager
Skills and Qualifications required:
- Minimum 5 years of experience in supply chain management, preferably in health commodities and international development contexts
- Bachelor’s degree in logistics, industrial engineering, pharmaceutical sciences, public health, or related field; Master’s degree preferred
- Proven expertise in forecasting, supply planning, LMIS, and strategic procurement
- Experience in designing and implementing LMIS platforms and integrating data systems
- Strong analytical skills and ability to translate data into actionable insights
- Excellent communication skills in Spanish and English, both written and verbal
- Demonstrated ability to work collaboratively with government institutions and technical stakeholders
- Experience in capacity building and knowledge transfer
- Familiarity with Central America’s health systems and institutional landscape
- Proficiency in Microsoft Office Suite and data analysis tools
- Willingness to travel within Honduras as needed
- Knowledge of the Ministry of Health and the public health sector in Honduras is preferred
- Experience working with projects funded by international donors is preferred
