Summary:

 

The U.S. Mission in Tegucigalpa, Honduras is seeking eligible and qualified applicants for the Residential Security Coordinator in the Regional Security Office.

 


 

Duties:

 

Basic Functions of the position:

Incumbent provides administrative oversight and personnel management of post's residential security program. Serves as the point of contact on all residential security matters between the Regional Security Office (RSO), General Service Office (GSO), Facilities Maintenance (FAC), and landlords. Conducts security surveys of all current housing to ensure residential security standards are maintained and conducts security surveys on all proposed housing to ensure security suitability can be obtained and compliance with the Overseas Security Policy Board’s OSPB standards before occupancy.

Major Duties and Responsibilities:

  • Conducts security surveys of all proposed and existing U.S. Government (USG) residences and recommends to the RSO any residential security upgrades required (including cost estimates) in order to ensure that residences meet Diplomatic Security (DS) standards. Ensures that all residences have been surveyed within the last five years or as needed. Surveys hotels utilized to house Temporary Duty (TDY) employees and facilities associated with the RSO’s soft-target initiative program.
  • Represents the RSO in make-ready meetings and housing tours. Liaises with the GSO when selecting new residences that meet the RSO security standards. Provides feedback to the RSO regarding new leases and other housing security related issues.
  • Coordinates and verifies with GSO, FAC, and/or landlord to ensure that recommended residential security upgrades work is scheduled and properly completed.
  • Assists in the organization and management of an annual residential security upgrades budget. Assists in monitoring the residential security budget, makes recommendations to the RSO based on the requirements of the program, drafts quarterly funding requests support program requirements.
  • Obtains funding certification from the proper appropriations in order to complete the residential security upgrades and installation projects on residences. Maintains a work completion and cost log, recording security upgrade obligations incurred on each lease/rental holding and a current listing of residence assignments noting equipment installed.
  • Conducts residential security in-briefs for new COM personnel on the use of residential security devices located at the residence.

Requirements:

 

All selected candidates must be able to obtain and hold a:

  • Public Trust security certificate 

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  

Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Experience:

         For grade 8: Minimum of three years (3) of technical experience in maintenance and/or troubleshooting of equipment used in residential and physical security alarm equipment and networks.

         For grade 7: Minimum of two years (2) of technical experience in maintenance and/or troubleshooting of equipment used in residential and physical security alarm equipment and networks.

Language: 

English (good Working Knowledge) Written/Speaking/Reading is required. This may be tested

Spanish (Fluent) Written/Speaking/Reading is required. This may be tested.

Job Knowledge:

Knowledge of procedures related to residential security concepts, principles, and techniques.

Skills And Abilities:

Must be able to work independently, coordinate and supervise duties of subordinates; adhere to strict deadlines and manage residential security upgrades for all Chief of Mission (COM) residences.  The incumbent must be able to have a valid current driver’s license for a minimum of five years. Basic keyboard skills and computer literacy on a variety of software applications Microsoft (MS) Word, Excel, Access, Power Point and Google Earth is required. Security clearance level required for this position is: Local Employed Security Certification.

Education Requirements:

Completion of two years of college level studies or trade school (electrical, mechanical, or engineering).
